Built by and named after Mayor John Waters in 1977, the building was home to many business offices before the disaster. Considered by many to be a job-providing hero of the people, there were some who scorned the wealthy and successful Mayor Waters.  His construction outfit would go to to build many of the higher office buildings in Malton, underbidding his competitors who mysteriously seemed to have their jobs mired in red-tape and workplace accidents. Suspicions of foul-play on the part of Mayor Waters were talked about under the breath of competitors and conspiracy theorists, but no official actions were ever initiated.


In the days following, the [[MalTel]] phone mast atop the building became a crucial resource for coordinating rescue and survival efforts of the people in Spicer Hills.
