sorry,but i feel the suggestion isn't that well thought out.If a newbie without the freerunning skill is given a "cripple bite" he would need to:-
1)run around and find a hospital at VSB barricade while losing double the AP
2)must find a person with the surgery skill
3)plead with the person to waste his AP on finding a FAK and
4)make him heal the affected person further wasting his AP
