The red exclamation marks designate "unpatrolled edits" - IIRC you can "patrol" an edit from its diff page (sysop edits are assumed to be patrolled already for obvious reasons). Cyberbob  Talk  09:46, 16 November 2009 (UTC)

this appears towards the bottom of pages New pages.

For completion sake, it appears that a link appears at the bottom of New pages that will mark a page as patrolled. ~ 18:48, 19 January 2011 (UTC)
