Councilman Leo Carmody was one of the more powerful people who were not in part of the NecroTech conspiracy prior to the outbreak. Supposedly, he made multiple attempts at exposing the work done by NT in its Malton labs. None of his efforts had much of actual impact, which isn't surprising considering the amount of power NT wielded in the city. Regardless, he continued his crusade, in spite of the large amount of negative PR he was receiving thanks to NT's slander campaigns, launched to discredit him.
After the outbreak, he became a prominent figure in Malton for a short time. Having prior knowledge of NecroTech's inner workings, he was able to lead a group of survivors, teaching them to use NT equipment in order to help the infected. At that point, there was plenty of people who were well qualified to use NT equipment in order to return humans back to life, however, due to problems along the chain of command, most NT employees and other associated personnel were reluctant to use the company resources.
Besides getting the NT equipment to the people, Carmody also tried to gather information that would help fight back the hordes, and get it back to the people of Malton. NecroTech personnel wasn't too eager to divulge the details that they learned about the outbreak, however, Carmody had some contacts inside the company that helped him retrieve some vital information on the zombies. Unfortunately, a large portion of NT's research into the zombie phenomenon was lost in apparent damage control operations.
At one point, Carmody disappeared. Neither his closest friends, nor any of the survivors that followed him knew what happened to him. The citywide NecroTech DNA Database never registered his DNA, and he totally disappeard from the city. This seems like more of NT's (or the government's) damage control operations, but we might never know what really happened.
