According to the Army's official statements, the decades-old discrepancies in the Fort Creedy training budget are just that. Any official will give the same story: in the early 1990s, a routine audit of the fort's expenditures revealed minor irregularities in the training budget. The fort apparently and erroneously noted "excessive weapon requisitions," which were swiftly corrected. Budget records requisitioned from the Army only show the corrected version of the training budget, with nothing out of the ordinary. In fact, thanks to clever maneuvering by an influential general, all weapons requisitions are now classified, and do not show up on Fort Creedy's training budgets at all.
Fortunately for this investigation, certain independent accounting agencies still have copies of the original, uncorrected, uncensored budget from the time in question. The "irregularities" casually dismissed by Army brass included requisitions for hundreds of automatic rifles and dozens of flamethrower units. Accompanying documentation shows that all units were delivered; however, no inventory records, official or otherwise, note the presence of these weapons at Fort Creedy.
In my research into Project Sunrise, I located a number of invoices for weapons resembling those found in the so-called budget irregularities. One of these had a personal note attached: "Yvonne—I've got your Cure for Africa right here."
