At first, the ending felt a bit rushed, but it grew on me, and started to make more sense the more I thought about it. The Tower represents atonement, I think, and Roland is still forced to relive his past until he's able to make up for all the things he did wrong, like dropping Jake the first time they met. When he was walking through the Tower and seeing all the events of his life unfold again in front of him, I think that was his Judgement.
