20070518 Flak Jackets For Zombies Review

Suggestion description
This will change it so zeds cant use flak jackets but allow a new skill called something like "toughend skin" which gives the Zombie half the defence bonuses as flak jackets permanetly.
this will put an end to all of these zeds walking around with flak jackets.
this is open to revision.
p.s. this is my 1st suggestion so just let me know if ive done wrong thanks.
p.p.s. sorry forgot too mention the fact that a zombie has clawed through a flak jacket to kill the survivor means it must be ripped to shreds.

- Kill - Sorry, but if this was implemented and I shot a zed with a pistol then the damage reduction would 1/2 point of damage. Which doesn't work out too well with the current health system. - Kill - How can a flak jacket (ie, bullet proof vest) NOT work for a zombie? You can only aquire them when alive, in which case you automatically put it on.
