[edit] Expanded Manifesto
The Dunell Hills Police Department exists to protect and serve the People of Dunell Hills and the rest of Malton from the zombie threat and the spread of the NT-Zed1 virus. To achieve this we will do all that is within our power to protect the survivors of Malton within our borders, and do our best to keep the zombie threat outside said borders. The fear and tyranny brought forth by the hordes of the undead must be put down and we will use our creator given skills, equipment, and APs to do just that. Sic Semper Tyranus Thus Always To Tyrants...

Officer Conndraka has a four word mantra: Stay safe, Stay alive. Although this seems easier said than done
Obviously as a survivor organization, we encourage all personnel to take all possible actions to get revived in the event that they are killed in the field.
[edit] Consolidate
Dunell Hills is our home. From here we can eventually expand further into Malton, but first we must gather as many survivors to our perimeter so that we can more effectively protect civilians from the threat of infection and zombie assault.
[edit] Membership Requirements
Membership to the Dunell Hills Police Department is open to any and all survivors that are willing to relocate to Dunell Hills or its nearby environs. Operations frequently take officers well out of Dunell Hills, but Dunell is home sweet home and is usually quite a bit safer than the rest of Malton.
To join, enter your name in the current members section on the bulletin board in the DHPD Front Office. And update your profile with Internal Affairs on the Internal Affairs page. Be sure to put "Dunell Hills Police Department" in "Group" on your Urban Dead profile. Don't abbreviate or use any punctuation. As a member of the DHPD, you should always represent the DHPD in the best of light and provide assistance whenever possible to civilians and to your fellow officers. DHPD members are encouraged to contribute to any DHPD page.
[edit] Requirements for Leadership Position
To be considered for a leadership position with the DHPD three primary factors are considered.
- 1. How long have you been involved with the Department?
- 2. Do you have the necessary time outside of actual UD playtime to dedicate to the Department?
- 3. How willing are other DHPD willing to listen to, and endorse the candidate.
Beyond that, to be a member of the DHPD leadership is a MAJOR responsibility. Although "Green Stars" means we are in charge, we also have the responsibility of taking care of everyone under our authority... We don't want to end up on the wrong end of Sic Semper Tyranus.
[edit] Chain of Command
The Department is a combination of two strategic concepts. The first is based on the NYPD hierarchy and was modified to fit Dunell Hills prior to the outbreak. The second, and more revolutionary, took place during the early days of the outbreak as survivors came together around Sharko and reconstituted the department. The structure of command is still subject to change to better adapt to service in Malton.
[edit] Barricading Policy
The DHPD follows the Counterpoint Barricading Strategy rather than the Strategy of Distributed Defense. Although "DD" works well in siege environments, it sacrifices new players for the survival of older, more experienced players. The genre would lead us to believe that our primary responsibility is to protect ALL survivors, not just those with free running.
[edit] Why follow the CP Strategy?
- Point: Newbies need to cluster together for survival. Preferably near resource buildings.
- Point: Characters that are likely to be specific targets are more likely to have free running.
- Point: Said characters are also more likely to be able to dump ammo and make a significant difference on an attacking horde and still be able to run back into a building and then free run to an Extremely Heavily barricaded building.
While...
- Point: The mass of newer characters are in the buildings that need defended the most, with their 5-30% hit accuracy, rather than clustered in a building that holds relative unimportance to the suburb.
- Point: This follows the "General Grant" theory of infantry deployment.
- Point: As the Strategy of Distributed Defense is popular throughout Malton, Zeds are likely to believe that the EH buildings are holding more survivors than they are.
- Point: This will create "bottlenecks" of Zeds, keeping them close together, allowing us to spend our APs firing rounds and swinging axes rather than having to travel to meet the enemy.
LOCK-DOWN - In times of EXTREME zombie activity Lock-Down may be called for, this order can only be issued by FmrPFCBob, GoldStar, or Bad ass mom. This policy applies only to Dunell Hills itself.
All Buildings except Churches, museums, and libraries should go to VERY HEAVY or above. Churches should not be barricaded. Libraries and museums should be very strongly barricaded.
Operations personnel without countermanding orders should concentrate on maintaining the barricades as a priority and liquidating Zombies secondarily. Any Personnel without Free Running are encouraged to evacuate for safety.
[edit] Tagging Policy
The Public Liaison is in charge of communicating with the public and raising awareness of DHPD facilities and services. Carfan7 does an exceptional job of maintaining tags and spraying over useless graffiti. Please consider posting something moderately useful rather than just personal bragspeak.
Consider the following guidelines when using a spray can:
- a. Tag the area to direct wandering survivors to safety.
- b. Do not paint over DHPD tags, except with new DHPD tags.
- c. If you see a DHPD tag that has been painted over, replace it.
- d. Tags outside the hallowed walls of Dunell Hills suburb; don't be inconsiderate and write over others people tags if their tags are for real.
- e. Otherwise, by all means write over "the zombies are ownzed" with something meaningful and helpful.
[edit] The DMZ
The DHPD is still developing our plans for future expansion.
Borders of the Dunell Hills Military Zone, this does not mean that we will take "possession" of these areas, but rather like to see DHPD officers patrolling the Zed menace.

[edit] Mergers and Acquisitions
This section is to outline how the DHPD will handle connections with entire groups that go beyond the basic or extensive alliance (which falls under the auspices of the Interdepartmental Relations Chief):
For the DHPD to join a Multi-Group Alliance, there must be an approval of 3/4 of the standing Command Staff.
For the DHPD to merge into a Malton-Wide Organization, there must be a unanimous vote of approval by all 14 principle members of the Command Staff.
For the DHPD to subsume another Group, the non-DHPD group must first approve to being acquired then the Commanders of Internal Affairs, Interdepartmental Relations, the First Commissioner, and at least one squad leader must endorse the acquisition.

Effective Immediately:
Zeds inside Club Meade are off limits, unless they are on the Most Wanted Page. It's a safe zone but not a sanctuary.
Do not revive zombies found in Club Meade unless a revive is requested.
Broadbelt Grove Precinct Personel should check it out regularly.

[edit] DHPD Stance on "PK" Activities
We don't kill survivors unless one of three situations presents themselves.
- a. The Survivor should have an issued warrant on file with the DHPD Most Wanted.
- b. The Survivor has committed actions that would be warranted in Dunell Hills
- c. The Survivor is an affiliate of an organization actively assaulting Dunell Hills.
[edit] DHPD Stance on "Zerging" Activities
POLICY CHANGE EFFECTIVE 25 MAR 2006
Don't do it. A Number of Organizations cried foul over Alts being used in the same organization. For this reason keep your Alt Characters out of the DHPD and out of Dunell Hills. Zergs (of other players ) should be ignored if possible, but if the "principle" can be identified then by all means liquidate him/her.
[edit] DHPD Stance on Shared-Use Characters
NEW POLICY EFFECTIVE 25 MAR 2006
Despite the legality of the Desk Sgts, there has arisen to many complaints about them having easy access to too much information and allegations of "Cheating" abound. therefore we are going to take the high road on this and farm out the Sergeants and Monitors to some of the Newer players and have the newer players drop their principals. Hopefully this will appease the undead masses like a craniological medical waste truck spilling over on the highway.
[edit] Clarification of Policies for DHPD and Alts
As a group it is our official policy to abide by the rules of Kevan and the Coalition for Fair Tactics regarding multiple characters. As individual players it is our responsibility to make sure we follow that policy. Actions that violate the rules are usually obvious but sometimes we move into gray areas that need to be addressed.
[you may have multiple characters] provided that they lead completely separate existences within the game - your characters should not collaborate, nor share (or stand outside) the same building
The umbrella rule that covers all interactions with multiple characters, interpretations vary as the rule is enforced by Kevan and the community.
Alts and groups:
- You may have ONE character in the "Dunell Hills Police Department".
- You may have ONE character in each of the 'official' alt groups.
- You may have character(s) in DHPD ally or enemy groups.
Alts and suburbs:
- The DHPD operates primarily in Dunell Hills and the neighboring five suburbs, ideally you should have only your DHPD character in that area.
- If you have an ally character in the area (i.e. Zombie Squad) you must keep them seperated, be aware - some groups still consider this meta-zerging.
- Characters from the 'official' alt groups and enemy groups should be kept out of the area at all times.
Other alt rules
- Your alts are not extensions of the DHPD to enforce/execute DHPD policies outside our area.
- Your alts are not subject to the same policies, procedures, or protections as DHPD members.
Enforcement:
- Everyone should have the self-discipline to follow the rules.
- If you see or suspect someone of violating policy bring it to the attention of a staff member (including the commissioners) to be reviewed.
- Disciplinary action will vary depending on the circumstances and severity of the violation. Minor/first offenses will be warned, habitual or major offenses can result in banning.
[edit] DHPD Stance on "Zombie Spy" Activities
The leadership of Dunell hills holds the accusation of Zombie Spying to be over emphasized. With the advent of observable actions (i.e. seeing who kills who and who destroys generators) the issue has become even less of a problem. If someone wants to act as a "Death Cultist" then so be it...
[edit] DHPD Stance on "Griefers" Activities
Griefers should be shot as soon as their actions become apparent. Acting as to simply make the game less enjoyable for others is both unwarranted and immature.
[edit] Complaint Resolution
Step one in resolving a conflict is to address an issue with the other individual(s) involved. Failing that please follow the following procedure.
- 1. Contact the individual(s) immediate supervisor and address the issue with them. By this time 90% of all issues should be dealt with.
- 2. If the issue has not been addressed successfully by this point, please bring the issue to the attention of the DHPD Internal Affairs Department. I.A. will bring the issue before one or more members of the Leadership Council.
- 3. If you do not receive the answer you are looking for, feel free to address the issue with the Board directly. The Board members take their responsibilities seriously and will do their best to resolve any issue that requires this level of involvement.
- 4. If this does not properly resolve the issue, I'm afraid all of the internal options have been exhausted. Please contact a moderator or administrator of the wiki if you believe the issue warrants such dramatic action.
