Suggestion description
Most schools have athletic programs. Thus, they have storage and locker rooms where you can find athletic equipment and clothing.

I suggest that the appropriate items of sports equipment (hockey sticks, cricket bats, tennis rackets) should be found in schools, being added as new items (so you find SOMETHING more often) that appear with half the frequency in a school that they do in a mall sports store.
Besides being flavorful, this would provide a place in which low level players can actually get into and find those "weapons". Although these "weapons" seem intended for low-level characters, very few low level characters have the free-running and shopping skills needed to find them in a mall.
Searching in schools yields spray paint, books, and FAKs anyhow, so new players won't be hurt if they spend time looking for these "weapons", as the other items they find can help them gain XPs.

Additionally, schools could have appropriate athletic clothing items, perhaps even "a (color / school name here) varsity letter jacket."
