Bill is a Necrotech researcher who seems to feel significantly responsible for the disaster in Malton. He had himself airdropped in so that he could help. Shortly after his drop he hooked up with Bravo Squad of the DHPD on their way to the Second Siege of Caiger Mall. Following the end of that siege and The Shining Ones attack on Dunell Hills Bill returned to the Hills as commander of Charlie Squad. He spent several months working to fight off The Shining Ones and developing Charlie into a specialist siege squad.

After The Shining Ones departed for other areas, Bill found himself in and out of favor with upper leadership. At the moment, people seem to like him just fine. He hopes to keep it that way.
