Should be under a community namespace, and while in production maybe your own user one while you finetune, but it looks promising. I'd suggest maybe having Bureaucrats decide, because it'll be easier to get a consensus, and maybe having it less regularly than a month, because there won't be that many users.--Yonnua Koponen Talk ! Nominations can be put forward like GAs, vetted perhaps by the crats to weed out jokes or the like, then a simple consensus of "yes" and "no", rather than voting one over another, first nomination to pass is the first listed, cycle through in order of nomination, maybe make it fortnightly if it's busier than a month each would allow. Trick is to keep it community-empowered without recourse to complaints of unfair play, so instead of making it a straight popularity contest that pits one user against another, it becomes more of a rotating panel (Last month, this month, next month, plus all previous months archived) with no import placed on 'winning' right away. 15:00, 2 October 2010 (BST)

Hmm. Interesting. Personally, I'd say, User of the Month, Sysops are exempt because they are awesome, with a focus on new users coming in and doing something good. No one can be user of the month more than once. Completely against the idea
While I do like the idea of highlighting good and helpful users, handling it as a monthly vote by the sysops is a Very Bad Thing™. For one, a lot of people already consider the sysops to be cliquish and elitist. Letting us essentially vote for our favorite user of the month would be seen as a way of extending and enhancing that cliquish behavior. Regardless of whether or not we are cliquish, I don't want to be doing anything that would directly fuel that perception in others since it undermines our authority and makes our actual job harder when drama arises. Plus, Sysops are not Moderators, and something like this falls well outside the scope of our responsibility. I don't think we should be extending our responsibilities and powers into areas other than those that will better help us perform the duties we already have. It's not our place to be doing so without good reason, and running a contest for user of the month is NOT a good reason.
On a related note, opening it up to a general vote is even more problematic, since then it becomes a massive popularity contest. And, as all of us have seen, popularity contests around here (e.g. A/PM, Mayor of Malton, Malties, etc.) tend to be extremely drama-free and tame in nature </massive sarcasm>. The last thing we need to do is have a sponsored popularity contest once a month. We'd be regularly dealing with the fallout on A/VB and arbies from the last contest by the time the next one starts, I bet.
