  If it's against the rules, then ban me now for misconduct, since I've blocked hundreds, if not thousands, of them. A few months back I was blocking a couple dozen of them every day before they could make edits. To say the least, I fully support blocking them, and the other sysops at the time seemed to support it as well, since a few of them participated in it too. We even have rules in the username black list to block a number of these spammers automatically. That said, the general rule of thumb is: if they haven't actually spammed yet, don't bother reporting them here.
