Who are the Adeptus Arbites?

While peace and order are maintained by local security forces under an Imperial Governor, the Arbites were formed primarily to enforce the strict doctrines of Imperial Law, leaving the enforcement of local laws to native agencies (usually under the close watch of the Arbites). In the utter state of lawlessness Malton exists in the Adeptus Arbites is tasked with the duty of hunting down those who disregard the lives of fellow survivors. Known in Imperial Law as Traitors and Heretics, the Judges of the Arbites hunt down such scum with relentless fervor.

History and Purpose

Founded in the wake of the chaos and disintegration of the Horus Heresy, the Arbites were established as the means of keeping order within the Imperium. They do not concern themselves with enforcement of local laws, leaving that to planetary governments, but instead on enforcing Imperial Law and ensuring the loyalty of the planetary governors. Governors who feel they can let the Imperial Tithe slide for a year or ignore calls for help from neighboring systems often desist merely with a glance at the armored precinct houses of the grim Judges of the Imperium. Often the Judges are the first line of defense in a system in danger of or in a state of rebellion when the Planetary Defense Force can no longer be relied upon.

Dictates Imperialis

The following are crimes within the Imperium as according to the Dictates Imperialis, the laws of the Imperium, enforced by the forces of the Adeptus Arbites, by order of severity. Individuals being sought by the Adeptus Arbites are listed here.

Crimes are listed by severity of punishment:


Destruction of Property: Destruction of Barricades during a siege, Destruction of Generators or Vox Casters

  • Civil Punishment: Denial of revives and medical aid by Imperial personnel for one week per incident, repeat offenders may be subject to execution.
  • Military Punishment: If not authorized as part of an operation term of service in the Penal Legion to last one week per violation.


Murder

  • Civil Punishment: Eye for an eye retribution, one execution performed on the violator for every known instance. Those with more than 10 violations are considered guilty of Treason and handled accordingly.
  • Military Punishment: If committed against a civilian outside of a declared war, execution for each violation and a term of service of two weeks for every violation in the Penal Legion.


Murder of Imperial Personnel

  • Civil Punishment: Two executions performed upon the violator for every known violations. Those with more than 10 violations are considered guilty of Treason and handled accordingly.
  • Military Punishment: Immediate Expulsion, individual considered guilty of Traitorious in Extremis Diabolous and treated accordingly.

Rape

  • Civil Punishment: KOS
  • Military Punishment: Immediate Expulsion, KOS

Xenos: Known alien

  • Civil Punishment: KOS
  • Military Punishment: Not applicable, Xenos are never considered for membership in the Imperium.

Spy

  • Civil Punishment: KOS
  • Military Punishment: Immediate Expulsion, individual considered guilty of Traitorious in Extremis Diabolous and treated accordingly.

Excommunicate Hereticus: Reviver of any criminal guilty of Treason or worse, applies to those who actively perform revives, five observed incidents in two weeks are the minimum standard for this crime.

  • Military Punishment: Immediate Expulsion, individual considered guilty of Traitorious in Extremis Diabolous and treated accordingly.

Hereticus Diabolous: Parachutist

  • Civil Punishment: KOS
  • Military Punishment: Not applicable, only applies to known mutant parachutists

Treason: Murdering any individuals during an assault by any mutant horde (100+ mutants assaulting a suburb in a group)

  • Civil Punishment: KOS
  • Military Punishment: Immediate Expulsion, individual considered guilty of Traitorious in Extremis Diabolous and treated accordingly.

Heresy: Death Cultist

  • Civil Punishment: KOS
  • Military Punishment: Immediate Expulsion, individual considered guilty of Traitorious in Extremis Diabolous and treated accordingly.

Hereticus In Extremis: Possesses Brain Rot

  • Civil Punishment: KOS
  • Military Punishment: Immediate Expulsion, individual considered guilty of Traitorious in Extremis Diabolous and treated accordingly.

Traitorious In Extremis: Servant of the forces of Chaos, individual or group actively seeking the destruction of the Imperium

Traitorious In Extremis Diabolous: Former Imperial agent turned to the service of the Ruinous Powers, formerly of the Imperium and now working to destroy the Imperium

Organization

Proctor

The head of the Adeptus Arbites. This individual runs the Agency and maintains the list of criminals under Imperial Law as well as coordinates with other groups on their PKer policies and in case of large-scale PKer situations. They have the power, with Command approval, to appoint Arbitrators who both hunt criminals and maintain order within the Imperium.

Arbitrator

The senior members of the Adeptus Arbites, Arbitrators conduct very similar duties to that of the Judges but also focus on assisting in keeping the court registries up to date as well as enforcing the law within the Imperium's ranks as well as those who break it without.

Judge

The rank and file of the Adeptus Arbites, they have the powers of Judge, Jury, and Executioner bestowed on them by Imperial Law. They have the power to apprehend and execute all criminals in the field with extreme prejudice in accordance with Imperial and local laws.
