Yes it does, if you read the information on both Suggestions and Talk:Suggestions, there is a detailed description about the procedures for submitting suggestions, in addition, there are numerous suggestions also under construction and voting that can show you the format. Yes. Two paragraphs, both by Iscariot in a single edit, but only the lower one was signed. Shooty08 thought the top one was an unsigned edit, so he replied to it then struck it out (the strikeout was later reversed).
