I don't really know what the new user was attempting with this, may have been an attempt at making a status template or something. This is the second time this has come up for speedydeletion. It happens because newbies find Template:BuildingStatus, and the link at the top of the page, that links to the building page when the template is included, links to BuildingStatus, so they create the page, telling us that their building is safe. I'll turn the page into a redirect to Template talk:BuildingStatus.
