It has come to our attention that the Department of Emergency Management (DEM) utilizes an automated computer program (in the form of a Firefox extension) known as "DEMON." This program autonomously and automatically gathers intelligence from DEM members, including barricade levels, number of survivors, number of zombies, graffiti messages, and instances of player killing/automatic player killer "hot spot" locations, and automatically transmits this information into a secret, private database for examination by the rest of the DEM.

This practice is tantamount to multi-abuse. It creates a distinctly unfair advantage for DEM players at the detriment of other players. The information available via DEMON to any given DEM member is vastly greater and more detailed than he or she would have access to via his or her own exploration or normal intra-group intelligence sharing, and has been obtained through covert and unethical means. This is further compounded by the private nature of the intelligence gathered by DEMON: its information is available only to DEM members.

Furthermore, the DEMON extension does not discriminate against non-DEM characters. This means that a DEM member may log in under his or her other characters, and the extension will transmit information for that character into the DEMON database. While some players might remember to disable the extension before switching characters, no doubt many do not.

Coalition for Fair Tactics vs. Department of Emergency Management will begin discussions as to the appropriate action to be taken against the violators, and more information will be added as it becomes available.
