Who are the Commissariat?

Commissars are invariably stern and uncompromising individuals, able to keep even the most anarchic regiments in line through fear, strength and power. Every regiment has one or more attached Commissars who remain with the regiment throughout its duties. Commissars are assigned to regiments by the Departmento Munitorum, which provides high-ranking commanders to Imperial Guard armies. They have authority over both the soldiers and regimental officers.

History

The history of the Commissariat in the Imperium stretches back before it was officially the Commissariat. During the Great Crusade the Emperor had both the Imperial Army and His Space Marine Legions to reunite Humanity and drive back xenos threats. As the Imperium grew, owing to the time it took to train and prepare a new Space Marine, the Imperial Army by necessity had to be expanded in size. As it grew there was a need for keeping the standards up to scratch. To enforce this the Imperial Army implemented the system of the great-coated discipline masters to keep these new units cohesive and effective.

This system proved effective. One of the first actions of many of the traitorous units during the Horus Heresy before going over to Horus was often to execute their discipline masters. Following the end of the Heresy and restructuring of the Imperial Army the Commissars were endowed with greater powers and independence to ensure that no large-scale military rebellion could happen again.

Today Commissars are recruited from orphans raised and trained in the Schola Progenium, schools run by the Ecclesiarchy for the purpose of raising young orphans or children of Imperial nobles and high ranking military. It is in these schools they receive thorough education and indoctrination in the Imperial Creed, ensuring the unswerving loyalty of every Commissar lies with the Emperor and the Imperium.

Purpose

The Commissariat as a whole is responsible for the upkeep and maintaining of Imperial Law in Imperial territories. They prosecute criminals and execute the standing sentences against them. Their other main responsibility is the indoctrination of new recruits into the Imperium to ensure they can serve well as well as to ensure their loyalty to the cause of the Imperium of Man.

Organization

Commissar-General

The Commissar-General commands the Commissariat. The duties of the Commissar-General include keeping the list of known criminals up to date, promoting Commissar-Cadets to full Commissars, and supervising the duties of the Commissariat to ensure that they are discharged properly. The Commissar-General also has the power to dismiss Commissars who prove less than satisfactory.

Commissar-Major

The second in command of the Commissariat, the Commissar-Major's primary duty is to assist the Commissar-General as needed in fulfilling their duties and, if the Commissar-General is unavailable, to fulfill their duties in the absence of the Commissar-General.

Commissar

Commissars are the rank and file of the Commissariat. It is these devoted men and women who ensure Imperial Law is upheld, maintain discipline in the ranks of Imperial forces where needed, and execute criminals and traitors where found. Commissars are encouraged to work at their own initiative to accomplish these ends. They also oversee the training of new recruits, ensuring the recruits have a full understanding of both basic combat doctrines and Imperial standards and procedures.

Commissar-Cadet

The lowest ranked in the Commissariat, these individuals are those who have completed basic Imperial training but not yet completed Commissarial training. They are assigned to a full Commissar to learn from that Commissar in how to properly dispense justice, hunt down wanted criminals, and assist in training new recruits. They remain attached to their senior Commissar until said Commissar feels they are fit for duty. In some cases this can be relatively short, in others can take quite some time depending on the individual.

Those who are determined unfit for duty as Commissars but still capable soldiers are assigned to the Imperial Guard.
