Purpose
Staffed by the command personnel of the DEM groups and the chairman, the DEM council exists to coordinate the efforts of the DEM, discuss and define overall policy, direct the DEM's diplomatic policy (reviewing alliances, partnerships and group membership requests), and in general addressing all DEM-wide issues. All rules and decisions made on a DEM-wide basis are at the decision of the council. The council is intended as a secure place where the leadership can speak with complete frankness on any subject and act as a set of checks and balances for each other.
Process
In general, the council strives to reach decisions by overall consensus and employs several democratic elements. Although documents detailing the processes, guidelines and exact rules are available to DEM members, they have not been released to the public.

At present, the DEM council consists of:

In addition to these seats, former council members are welcome to participate in council discussions in a non-voting capacity.
