The DEM oversees and coordinates the operations of the Malton Police Department, the Malton Fire Department, the Malton Emergency Medical Service, and the Malton Forensics Unit. The Department also works very closely with other emergency service and paramilitary organizations, such as the Malton Civil Defense Unit. The DEM is not a group itself, but rather an organizational construct, made up from the leadership of the member groups. Please see the groups listed in more detail below for more specific information for each group.

Together the groups working as part of the DEM number over 350 active members, and we gain new members every day. Our core mission since the outbreak is protecting survivors. We aren't interested in politics, remaining neutral in such conflicts, and will work with any pro-survivor groups that are willing to cooperate together for the benefit of all survivors. We have a job to do, and we're going to get it done!

Requirements are very simple for joining any group of the DEM (certain groups have additional requirements): You must not have a history of PKing. It's that simple.

The Malton Fire Department is committed to protecting the people and property within its community. We will be responsive to the needs of our citizens by providing rapid, professional, humanitarian services essential to the health, safety and well being of the community. We will accomplish our mission through prevention, public education, fire suppression, training and other related emergency and non-emergency activities. We will actively participate in our community, serve as role models and strive to effectively and efficiently utilize all of the necessary resources at our command to provide a level of service deemed excellent by our citizens. We will work within the policy guidelines of the Department of Emergency Management and in full cooperation with the other organizations overseen by the DEM.

Goals

As a member of the Malton Fire Department, knocking down zeds is not your primary mission. Saving lives and securing property is. While frequently this is most expeditiously rendered by splitting open some undead skulls with your handy Axe, it is just as often handled by providing advice or first aid to a wounded survivor, adjust barricade strengths in key locations as needed, making revivification runs, etc.

We want to help survivors, well, survive. Our group is not designed as a strike team, or centered around some specific building or suburb. Members of the MFD seek to hold ourselves to a higher standard and to be vocal in our communities. Organizing around Fire Stations gives us regular points of contact in every suburb, and the concept of the Fire Department, as trained First Responders and emergency professionals, should give everyone we interact with generally the right idea about what we represent.

The Malton Emergency Medical Service, formerly part of the Malton Fire Department, trains and organizes EMTs to respond to emergencies under the direction of the Department of Emergency Management. The staff of the MEMS provides a critical service, staving off death and getting people back to the front lines, allowing the DEM and others to focus on their core work, such as clearing buildings and barricading.

Goals

Members of the Malton Emergency Medical Service follow the same basic guidelines and policies as all DEM member groups, although with a focus on providing emergency medical care. This includes activities that safeguard survivors in order to prevent injury, and protecting survivor access to FAKs so that they can care for each other.

The primary mission of the MEMS is to guard the welfare of Malton’s inhabitants by healing them, protecting them from potential harm, and aiding the all DEM member groups in their duties. We are healers, helping the wounded and reviving the dead. Like combat medics always have, we go where the fighting is the worst and the need is the greatest.

The Malton Police Department is dedicated the protection of the citizens of the great city of Malton. Although normal operations were seriously disrupted during the initial crises, most police offers have been doing their best to continue with the basic mission of the MPD, even while lacking coordination with the department. The Department is continuously trying to locate missing Cops, so they can rejoin the force and take advantage the Departments organizational and support resources.

The MPD also contains special branches for handling specific tasks important to effective law enforcement and peace keeping, but outside the scope of general police work in present-day Malton. The MPD also works very closely with the Malton Fire Department and other groups within the Department of Emergency Management.

Goals

Our immediate goal is to re-establish bases of operation in the Police Departments scattered over Malton. These are necessary support buildings, so please do not barricade beyond VS+2 unless there is another police station within three blocks. At that point, one station should be tagged with the specified barricade level. It is essential that such resource locations are kept safe and available, so we can more effectively combat the zombie threat.

After the outbreak in the summer of 2005, the city of Malton descended into madness. Some individuals gathered into groups to protect each other and their territory. Others decided they couldn't bear with the constant fear and took their own lives, only to rise again as zombies. Yet amongst all this violence and death there was a third group of people, those who devoted themselves to the slaying of their fellow humans. Nobody is sure why these people have chosen the path they did, but the citizens of Malton have had enough and are now fighting back.

Goals

The Malton Marshals are a special branch of the Malton Police Department whose sole purpose is to try to hunt down PKers and bring them to justice. Operating under the policy umbrella of the Department of Emergency Management, they are held to a much higher standard and are expected to behave professionally at all times. The Marshals operate only from the Rogue's Gallery, nowhere else. Additionally, the Marshals are mandated to go after the worst offenders in the city and ignore the first-time offenders. Only PKers with three or more kills on their head are of concern to this group.

Recruitment

We are currently accepting all classes for consideration as bounty hunters. The current restrictions are that you don't kill indiscriminately, that you are willing to work within the DEM Policies, and that you can be meticulous with your paperwork. Every claimed bounty needs to be recorded with a screenshot of the kill; the only exception to this rule is if you are a zombie and kill a live PKer. Additionally, we are only accepting players that are level 10 or higher.

The Malton Forensics Unit is a core group of the Department of Emergency Management. Historically dedicated to assisting the MPD in protecting the citizens of Malton through crime scene investigation and handling of forensic evidence, the MFU has been largely repurposed to reviving the undead, as well as curing the infected, tracking zombie movements, and fulfilling the traditional function of forensic science.


What We Do

The Malton Forensics Unit is a group dedicated to the support and survival of the defenders of Malton. While we see the need to sometimes use force on those persons that embrace their zombie state, our primary aim is to revive slain survivors and bring them back to the world of the living.

Members of the MFU usually work out of NT buildings or nearby safe houses, where the supplies they need to work are available. Their primary task is to provide revives and manage revivification points, other duties include DNA-scanning zombies in their assigned area, and of course making regular reports to the DEM central offices on the activities in their area, including NecroNet printouts when available.

Once the city erupted in chaos, the frightened people of Malton had no one to turn to for help. Arson, looting, and mass hysteria made even the most level headed citizen dangerous. An outbreak of a deadly virus was turning the city's people into mindless, flesh eating zombies. As droves of people ran to escape the city, a few brave souls ran back in. They went to save lives and do what they could. These men and women have several titles...firemen, police officers, military personnel, and doctors. But it is their other title, the one of "volunteer" that makes them who they are. They know there is a chance they might lose their lives in the line of duty, but it is a chance they have to take. Heroes don't grow on trees, but sometimes you can find them right down the street. If you are a citizen of Malton, and you need help, please locate a member and they will assist you.

You are not alone. Help is on the way.

The Malton Civil Defense Unit is a group dedicated to protecting the survivors in Malton, and maintaining order in the city. The MCDU is a member of the Department of Emergency Management.

Group Goals

As stated above, MCDU is devoted to protecting the citizens of Malton. As a group, the MCDU is focused on insertion within highly contested territories for the purposes of liberating essential service buildings (necrotech facilities, hospitals, fire stations, police departments, and malls) from zombie control. We are here to help, not to hinder. We accept members of all classes of humans, but do favor those with military experience. Nonetheless, anyone can join as long as they are willing to help anyone in need. All new members receive rigorous survival and tactics training at The Academy before receiving their first assignment. The MCDU operates under the umbrella of the Department of Emergency Management, along with the Malton Fire Department and the Malton Police Department.

With regards to alt characters

In addition to the rules and regulations that all others in the DEM abide by, MCDU members agree to a higher standard with regards to alternate characters. You may play any style of alt you wish...zombie, human, PK'er...whatever. However, the MCDU maintains that no alternate character of yours may kill an active MCDU member. This is considered a conflict of interest and in poor taste. Also, in following Urban Dead rules and DEM policy, your alts may not reside in the same suburb as your active MCDU character. It's fine to play them, just make them lead a completely separate life from the MCDU and its whereabouts. Failure to comply to this, or causing an MCDU member's death with one of your alts, is grounds for termination from the MCDU (subject to review by MCDU command). Please make sure you are able to comply with this policy before joining the MCDU.



DEM Policies


Player Conduct

We seek to hold members of all the DEM groups to a high standard of conduct. Members should always be civil during any discourse or disagreement, regardless of the behavior of anyone else involved. They are expected play hard, but play fair, and to encourage others to do so.

PKing

The Department takes an extremely dim view of PKing! If you are killed by another survivor without provocation, or witness such activity, please take a screenshot, record their profile ID and file a report. Although there was no capital punishment in Malton, the situation has changed drastically for the worse since the dead started rising. Lacking a functioning judicial system or jails, the DEM has reluctantly acknowledged the need to allow alternate, and highly unusual, corrective measures. As a deterrent against PKing, those individuals found to have killed someone without provocation will have a bounty placed on their head. In these difficult times, survivors must stick together if we are to get through through this, and that means helping each other, not shooting at each other!

Spying

Under no circumstances is any member of any DEM group to participate in overt spying. Disallowed spying includes: joining a forum and posing as something you aren't in order to gain information that isn't publicly available, joining a group under false pretenses in-game to gather information on new and ongoing operations, or joining any other channel of communication (IRC, IM, Email) to obtain information that wouldn't be available through normal channels. Spying on the enemy by looking at their wiki page or information posted publicly on their forums is acceptable as the enemy is fully aware that this information can reach any and all people. In short, the DEM will not participate in misrepresentation and subterfuge.

It has been shown that many pro-survivor groups are not only willing to work with us, but in many cases are eager as well. Our reputation preceeds us and we have shown that we are a group to look up to. We are neither shunned nor maligned by survivors and that is because we do not participate in under-handed activities. Anyone caught participating in the aforementioned disallowed spying will be stripped of any rank they may hold within the DEM and dismissed from duty.

Zerging

Members of DEM groups are not to participate in zerging at all. In addition to that prohibition the following rules apply:

  1. Each player can have at most one character in any DEM group (MPD, MFD, MCDU, AH etc), and at most three alts under the DEM in total.
  2. No player may have two alts within the same Chain of Command within the DEM. For example, you may not have one MFD alt as Battalion Chief (BC) and another as an MEMS Commander of a District in the BCs Division. In the event one alt is promoted to a city-wide rank, other alts in different groups but under that alt's CoC would have to relinquish all rank.
  3. All characters must always be in a different District (see MFD Command page for information on Divisions and Districts).
  4. Players must have at least one buffer suburb between all alts (i.e., you can have a guy in Crowbank and Shackleville, but not one in Crowbank and Roftwood. You can have one in Richmond Hills and Millen Hills, but not one in Richmond Hills and Brooke Hills).
  5. meta-zerging - Only one character should ever be working against the same organization at any one time. For example, if you have one alt active in Candyland, you may not have a different alt participate in an assault against an RRF contingent attacking a building elsewhere in the city, regardless of the distance. The Council does understand that sometimes this can occur unintentionally, say if the above example is changed to where the second alt just happens to be in a building the RRF has decided to assault. When a player discovers this conflict has occurred, they are expected to disentangle themselves as expeditiously as possible.

Anyone caught participating in the aforementioned disallowed zerging and meta-zerging activities will be given a single warning. Repeated offenses will cause all the players characters to be stripped of any rank they may hold within the DEM and potentially dismissed from duty.


The DEM groups also support a number of policies, which they encourage for general adoption.

The Uniform Barricading Policy (UBP) is designed to provide as secure a barricade plan as possible that still leaves resource buildings and sufficient safe shelters accessible for less experienced survivors. It is also designed to provide a wide range of entryways for those with Free Running, so the population can spread throughout the suburb, reducing tempting targets crowded with survivors if located by zombie spies. The Free Running skill is strongly recommended as a very early skill choice for survivors.

We support the Sacred Ground Policy, and members must consider cemetaries functional Revivification Points. While it is still recommended to only revive those that have placed a request, zombies on these locations should not be attacked.

RESCUE - Where possible, churches should be considered as indoor RPs, removing the need to step outside and back inside to perform revivification.

Random Revive Policy - Select revive targets using revive request tools that allow you to see the profile of the person you are reviving. This prevents you from reviving a known player killer or generator killer or wasting a syringe on a zombie with Brain Rot, and keeps syringes available to those people that will be acting in the interest of survivors.

River Tactics are a broad range of strategies which seek to gain an advantage over zombie horde and mega-horde incursions through flexibility, redirection and avoidance. Borrowing heavily from concepts cultivated in Aikido, River Tactics do not directly conflict with the thrust of enemy strikes, instead exploiting the voids for survivor advantage.

what actual members and friends of the DEM have to say about the organization.

  • I signed up as a volunteer for the MFD only months before the outbreak. My memories fail me around the initial outbreak, but for the longest time, I do remember being cutoff from them for the longest time.

That changed after I met up with a Fire Marshall called Griff at a bar - he pretty much showed me the ropes and got me going on my feet again. Back then, I was still a greenhorn; I couldn't shoot a gun, and I could barely swing an axe. In a world like this, however, I gained experience out in the field quickly. And when I heard the division that Griff was landed itself in hot water, I decided to rush to aid, and fight alongside him and many others in our group. Each rise through the ranks - Lieutenant, Captain, Fire Marshall, brings a higher level of responsibility with its prestige. Through it all, the MFD has supported everything I've done.

I finally moved up to Battalion Chief of NE. Griff moved to NW BC quite a while before I did. It's interesting to work with the one guy who showed you the ropes way back in a cold January. From my humble beginnings up to now, I still feel overwhelmed at times - we're fighting in a hostile world, against a never-dying enemy! What's the point in living any more?

I then take one look at my axe - on the handle, I etched the word 'Aequitas.'

  • I have recently joined the Malton Police Dept and I am currently learning the trade in the KOTD Academy. The DEM seems to be extremely well organised with staff split into divisions/districts all over Malton. They have some really neat tools that really help you do your job. I am absolutely loving every minute of it and I am looking forward to graduating the Academy. I would highly recommend that you join any DEM group, you won't regret it.
