Weather. Suggestion description
Description: I pulled the first suggestion for revamping. To clarify some details as well, ice storms can only happen while Malton is in its "Snowy" state, like it was during the winter months this past winter (about 3 months a year). While in this state, there is a 2% chance for an ice storm each day. If an ice storm occurs, its effects can last up to 3 days (a 33% chance each of ending on either the first, second, or third day after the storm hits). This averages 2 ice storms each winter, and most storms’ effects don’t go beyond 3 days that often (the mechanic involved makes sure the screwy RNG can’t cause a storm lasting weeks).

With everything icy, descriptions will be added... Inside a building: "Wavy ice coats the windows." Outside a building: "The ground is covered with ice. It hangs on the sides of the nearby building." Outside anywhere else: "The ground is covered with ice."

Effects on movements:

Movements made directly inside/outside of buildings are unaffected.

Free Runners risk a 5% chance of falling from their building when attempting to Free Run to another building, with the current fall mechanics of ruined buildings (same chances of getting hurt for same amounts).

Description of fall: “You slip on the icy ledge and fall to the street, injuring yourself (if hurt).

For those moving outside, while walking around from one block to another, each move has a 25% chance in resulting in you slipping and falling. The increased chance is because you're walking around on icy ground a lot more, though you don't have to worry about falling a distance to the ground. If you slip and fall, you complete the move but are charged another AP for getting back up after stumbling, regardless of human or zombie state, or skills (the fall doesn't leave you lying on the ground completely, so zombies without Ankle Grab aren't standing up clear from the ground). In other words, a slip/fall move would mean a walk down the block costs 2 AP. Those zombies lacking Lurching Gait move slow and can’t slip/fall (in other words, they’re unaffected by ice). Also, since this does not leave anyone lying completely on the ground, people can’t abuse this for free dirt naps.

Description of fall: “You slip while walking/shambling along the ground, stumble to your knees, and get back up.”

Now of course, there are various wintry mixes involving sleet and other combinations, but as they all make things extremely treacherous, for simplicity, let's just call them ice storms for now, or if you want, could even add flavor by defining the type of slippery substance.
