Is this the right place for this?

I'm new to all this, and if someone could give me a hand, I'd be thankful.

Basically, another user has been repeatedly putting unwanted comments on our group talk page, spamming up our forums, and just being a general pain in the ass. We've warned him (pretty nicely if you ask me) to play by the rules or go away, and he's just kept coming back. He's made it clear that if we take him to arbitration, he "wont show", which to my understanding means that nothing will really be done about the issue. Does this mean I should go ahead with it anyway, or post a complaint on the vandal reporting page?--Screw Names 08:07, 29 November 2007 (UTC)

Quite simply, I arbitrated a case against myself- to make the point that I realize what a spamming, wikilawyering, stupid asshole I've been, and how I want the wiki to help me stop doing it by giveing the sysops permission to remove my edits that fulfill any of the above categories.
