As far as group pages go, I think we take them on a case by case basis depending on the length of time it has been up and the activity level of the creator. I think Crit 12 was repealed so that slightly successful groups wouldn't be trashed. All are now useless to the suggestions systems due to the date in the page title that renders them invalid for consideration. Look at them, no-one with half a mind's going to re-enter them for fear of being mistaken for the original author and even Talk:Suggestions would tear these apart. Therefore incoherent content, crit 1.

The history of them is that when I was setting up the current suggestions system, we tested it out (before implimentation) by submitting humourous suggestions and seeing how the templates and voting systems worked.
