::It wasn't deleted then because it was still included on a page. It isn't included anywhere now, so qualifies for crit 10. The links to it seem to be only talk pages, and the creators user page. It is not, it's just made unviewable. Undeletes are done based on the history revisions. It's not normally interperted as code when viewed although we do have that option.
