Welcome to Malton's Department of Emergency Management! The DEM oversees and coordinates the operations of the Malton Police Department, the Malton Fire Department, the Malton Civil Defense Unit, the Malton Forensics Unit, and the Malton Marshals. The DEM is not a group itself, but rather an organizational construct, made up from the leadership of its groups. Together, the groups working as part of the DEM number over 15 active members, and we are gaining new members every day. Our core mission since the outbreak is protecting survivors. We aren't interested in politics, usually remaining neutral in such conflicts, and will work with any pro-survivor groups that are willing to cooperate together for the benefit of all survivors. We have a job to do, and we're going to get it done!
Contacting the DEM
Concerned survivors who want to report an emergency, provide information or are looking to contact their local DEM representative are encouraged to post in the public DEM Services forum. Also consider reaching out on one of the public channels on our Discord server.
Continuing to strive to meet the needs of the citizens of Malton, the DEM provides an interactive Revivification Request Manager.
DEM Groups
The DEM consists of core groups and member groups, and works closely with a wide range of other organizations across Malton whose primary interests are the well-being of survivors and stopping or stemming the ravages of the zombie hordes.
Both core- and member groups are in all senses part of the DEM, fully sharing information and resources and are bound by all DEM policies. The only difference is that member groups were founded outside of the DEM and joined the DEM through voluntary decision, while core groups were founded within the DEM. Only strategic partners are eligible to become member groups.

Joining a DEM Group
If you are an individual wishing to join a DEM group, please see DEM Recruitment as well as the specific group pages for details.
Generally, to join a DEM group we ask that you post into the appropriate thread in our joining forum, or contact us on Discord.
Becoming a Member Group
Groups interested in becoming a member of the DEM must agree to the following basic rules and ensure their membership complies:
- To aid, assist and advise survivors to the best of their abilities.
- To never attack another survivor except in self-defense or the defense of another.*
- To respond to alerts and DEM alarms when within range, unless already handling an emergency.
- To abide by all DEM Policies.
Only groups that have been a strategic partner for a period of at least one month will be considered eligible for membership. Member groups are provided with communication channels and access to DEM private forums, including the situation reports we generate across Malton. The leader of member groups is a member of the DEM Council and helps to guide policy and determine the best use of our resources.
If your group is interested in membership, you should first become an ally and spend some time working with members of DEM groups in your area and participate on our allies forum. Through this activity you may become a strategic partner in due time.
- * Special dispensation is provided for confirmed PKers and occasionally for PKer Groups who are deemed an immediate and real threat to innocent survivors in an area the DEM is active in.
Affiliated Groups
The DEM strives to work closely with many pro-survivor groups in Malton, and provides tools to facilitate inter-group cooperation and organization. Members of the DEM command staff are also available to act as mediators in any inter-group disputes. Groups interested in allying with the DEM should contact us on our public forum.
Strategic Partners
Strategic partners are groups with which the DEM enjoys a very close relationship. We try to keep each other informed of major activities and coordinate with them in planning operations, as well as sharing tools and resources. Only groups that have been an ally for an extended period of time, with whom our members have worked closely, and which agree with the basic principles of DEM policies are eligible to become strategic partners. Interested groups are welcome to bring it up with us on our forums or by speaking with the DEM group members you know, but partners are only confirmed on invitation and mutual acclimation.

Historical Alliances:
Representatives of allied groups and strategic partners are granted access to restricted DEM forums, where many allied groups already meet to exchange ideas, plan joint operations and discuss long-term strategy. The DEM is grateful for the opportunity to facilitate inter-group cooperation.
The DEM Council
Overall responsibility for coordinating DEM policy and activity is handled by the DEM Council, which is composed of representatives from the command staff of all DEM groups. The council also serves as the centralized diplomatic agent of the groups and provides a place for them to resolve inter-agency disputes.
The Academy
New members of all DEM groups may receive rigorous survival and tactics training at The Academy before receiving their first assignment. New recruits will work on training missions with other recruits under the direct supervision of The Academy's Instructors. As a cooperative effort of the DEM organizations, it is designed to provide uniform training and produce smart, tough and effective graduates who can make a difference in helping to stem the zombie onslaught in Malton. Exceptional recruits may receive their first promotion on graduation.
DEM Software Development
The DEM develops and maintains several web-based tools for public and internal use. Popular community tools include the Revivification Requests Manager.
Groups or individuals wishing to get in touch with the DEM developers are asked to post in the DEM Services forum.
DEM Policies
All personnel in groups within the DEM are held to the following policies. Additional policies and SOPs are documented on the forums and will be reviewed with new members during Academy training, but the following policies are the most important.
Player Conduct
We seek to hold members of all DEM groups to a high standard of conduct. Members should always be civil during any discourse or disagreement, regardless of the behavior of anyone else involved. They are expected to play hard, but play fair, and to encourage others to do so.
No PKing
The DEM takes an extremely dim view of PKing and strongly opposes any such behavior. Although there had not been capital punishment in Malton, the situation had changed drastically for the worse since the dead started rising. Lacking a functioning judicial system or jails, the DEM has reluctantly acknowledged the need to allow alternate and highly unusual corrective measures. As a deterrent against PKing, those individuals found to have killed someone without provocation will have a bounty placed on their head. In these difficult times, survivors must stick together if we are to get through this, and that means helping each other, not shooting at each other!
No Spying
Under no circumstances is any member of any DEM group to participate in overt spying. Disallowed spying includes: Joining a forum and posing as something you aren't in order to gain information that isn't publicly available, joining a group under false pretenses in-game to gather information on new and ongoing operations, or joining any other channel of communication (IRC, IM, email) to obtain information that wouldn't be available through normal channels. 'Spying' on the enemy by looking at their wiki page or information posted publicly on their forums is acceptable as the enemy is fully aware that this information can reach any and all people. In short, the DEM will not participate in misrepresentation and subterfuge.
History proves many pro-survivor groups are not only willing to work with us, but in many cases are eager as well. Our reputation precedes us and we have shown that we are a group to look up to. We are neither shunned nor maligned by most survivors and that is because we do not participate in under-handed activities. Anyone caught participating in the aforementioned disallowed spying will be stripped of any rank they may hold within the DEM and dismissed from duty.
No Zerging
Members of DEM groups are completely prohibited from participating in zerging. In addition to that prohibition, the following rules apply:
- Each player may only have one Urban Dead character in the entire DEM; alts within the DEM are not allowed.
- If players have one or more alts outside the DEM, they must maintain at least one buffer suburb between all alts (e.g., you can have one character in Crowbank and Shackleville, but not one in Crowbank and Roftwood. You can have one in Richmond Hills and Millen Hills, but not one in Richmond Hills and Brooke Hills).
- Only one character should ever be working against the same organization at any one time. For example, if you have one alt active in Ridleybank, you may not have a different alt participate in an assault against an RRF contingent attacking a building elsewhere in the city, regardless of the distance. The Council does understand that sometimes this can occur unintentionally, say if the above example is changed to where the second alt just happens to be in a building the RRF has decided to assault. When a player discovers this conflict has occurred, they are expected to disentangle themselves as expeditiously as possible.
Anyone caught participating in the aforementioned disallowed zerging and meta-zerging activities will be given a single warning. Repeated offenses will cause all the players characters to be stripped of any rank they may hold within the DEM and potentially dismissed from duty.
Supported Policies
The DEM groups also support a number of policies, which they encourage for general adoption.
Uniform Barricading Policy
The Uniform Barricade Policy (UBP) is designed to provide as secure a barricade plan as possible that still leaves resource buildings and sufficient safe shelters accessible for less experienced survivors. It is also designed to provide a wide range of entryways for those with Free Running, so the population can spread throughout the suburb, reducing tempting targets crowded with survivors if located by zombie spies. The Free Running skill is strongly recommended as a very early skill choice for survivors.

Merits and Ribbons
The Department of Emergency Management has a series of DEM Merits and Ribbons it issues to members who display mastery over key skills.
